my mastiff gets this when its dry/hot or the heat is on in the house. a litle vasaline will not hurt her, even if he licks it, my vet told me that.

put a little petroleum jelly (Vaseline) on the dog's nose, a couple of times a day for a few days... should clear it up. Don't use the kind that has a scent though or the dog wont like it.

well call the vet and find out if there is something that you can put on it that won't hurt him it he licks it. As they get older it does happen to some dogs

Do you live in a very cold or very dry climate? That is really not normal and would signal to me that the dog doesn't get enough water and or fat in his diet. What food does he get?

It can mean alot of things like the dog is getting sick, or has poor nutrition, or is allergic, to something that gave that reaction, or has been bitten. I think you should take him/her to the vet to get checked out. They will know what to do to get the dog back into being health again with his body and skin.

Sometimes this happens with older dogs, especially of certain breeds (I've seen it in old labs, boxers, and bulldogs). If it does't bother him, leave it alone.
