Depends on who the person holding the ticket was. Most likely yes.

Angel: "Of course not, I have more of a conscience than that! My parents raised me better than a life of crime!"

Devil: "Hold on now, $500 million is half a BILLION dollars! That is a LOT of money. I could do almost literally anything I could ever want with that!"

Angel: "Half a billion dollars is likely to have large interests with the IRS and FBI. If I were to actually have bought the winning ticket, they would want to verify absolutely ever detail: where I bought it, when I bought it, where I was when I found out. Can I fool all of them?"

Devil: "Hold on now, $500 million is half a BILLION dollars! That is a LOT of money. I could do almost literally anything I could ever want with that!"

Angel: "I'm not a good actor, plus the media would be all over me. I've seen enough movies and TV shows to expect that there would be a nosy group of journalism interns or renegade rookie detectives that would love to investigate the background about this to jump-start their own careers. It's already fishy enough; one little mistake in my story, and the jig is up!"

Devil: "Hold on now, $500 million is half a BILLION dollars! That is a LOT of money. I could do almost literally anything I could ever want with that!"

Angel: "Could I really live with myself, knowing that a human is dead because of my greed? Could I really enjoy spending blood money? Besides, the person I kill may have used it to find a cure for cancer!"

Devil: "The person I kill may also have used it to fund international terrorism; the world is better off without him, and the money is put to better use in my hands rather than take a chance in his. Besides, did I mention that $500 million is half a BILLION dollars? That is a LOT of money. I could do almost literally anything I could ever want with that!"

Solomon's solution: steal the ticket, then "find it" and bring it back to the winner in exchange for a modest reward (say, $5 million, that's fair). Everybody happy? Angel? Devil? Excellent...

No, what's the sense of winning 500 million dollars when you're going to sit in jail for the rest of your life!

Let's see: $500 million on earth, and live for a few more years; or an eternity in purgatory...Uh?
