Assuming he wants to have two brows (the ancient Greeks thought a unibrow beautiful. Check out their kouros statues), give him a tweezers. The initial pain should convince him to get it over with using a wax.

Tweeze it hair by hair or an electric razor. It all hurts. Waxing would be less work in the long run and look better. Tell him it wont hurt long, what is he a wimp?

you can use nair. i know someone (a boy) who has a unibrow as well. he uses nair hair removal cream. it works really well and doesnt hurt at all.
also, waxing only hurts the first time (and its not that bad)
eventually you get used to it and it doesnt hurt at all. and it hurts the least in between the eyebrows.

Well, guys don't look that bad with unibrows. If he doesn't have a problem with it, just let him keep his eyebrows the way they are.
You can always wrestle him down and tweeze it, if you're desperate.

He could try shaving first. If you can get him to wax once he will see that it does not hurt that bad. If all else fails love him like he is.

He shoud go to a salon and get a brow wax, please not that overly groomed look either....a cosmetician that knows what they are doing will get him through it quickly. It only hurts a minute, and honestly is not that bad.
Or he can just pluck the hair himself.

wax doesnt hurt much at all. really easy. but plucking takes forever and draws out the pain!!! after his first time, it'll be a breeze. and if they wax 2 much, it'll grow back soon! no biggie

Tweezers
I'ts a long process I had one too
If you keep plucking the unwanted hairs they will soon stop growing back
Takes a few years but its pretty much painless & inexpensive
