UK TV - TopGear - on external shots they use a filter on the camera which gives deep colours, and towoards the outisde of the frame the skies tinge pink, and the tarmac green

what kind of filter is this?

A polarizer can be used to enhance colors. I have used one years ago to photograph trees in Autumn with their colorful leaves.

Maybe it is petrol fumes on the lens, or sh1t from Clarkson talking.
