Answer: depend upon your convenience. If other are present and they are getting disturb then you should not read loudly.
2. also can you read it in english to understand it then read it in arabic?
Answer: Yes, you can read english translation also. But english reading won't be considered tilawah (tilawat) and you won't get reward for reciting Quran. You will get reward for trying to attain knowledge through Quran though.
3. and If you have to read the Qu'ran out loud is it only specific to arabic or all languages to?
Answer: English reading does not come under reciting Quran. English is basically only for you to understand. If by reading out loud you feel that you can understand better, then you can.
4. do you have to Wudu to touch the Qu'ran?
Answer: This is disputed issue, it is better to be in the state wudu. However, if you have Quran with english translation it is not fully Quran. Only Arabic part is Quran. So, it is OK without udu also.

-You do not have to read it out loud, but it is recommended. Reading the words out loud has a calming effect on the brain.
-It is actually better to read it in English, first, if that is your native language. You should want to understand what you are saying.
-I have heard people in mosques reading the Qur'an out loud in English and Arabic.
-Yes, you have to have Wudhu to touch the Qur'an - at least to touch any Arabic writing, but not the English writing. If you cannot perform Wudhu, perform Tayammum. If you took a shower, you are clean as well and I believe it is okay to touch the Qur'an at that point.

try www.islamicity.com the Qur'an is there in english and in many many other languages as well. Also I believe you can listen to it being recited. Best to read it fully in your native language so you can understand fully what is written in it..and then learn it in arabic.
Once you fully understand what is in it..then you should be able to proceed into it or steer clear of it.
