It won't help her any by doing this at all. Yes the baby will be American but the baby can't petition her until s/he is 21 years old anyways.

She can still be deported if they find out she overstayed her visa.

Unfortunately, as written currently, anyone that is born in America is a citizen. Due to the illegal immigration problem, some people have considered re-ammending that because illegals think they can come here to drop off a child then use that "anchor baby" to gain citizenship.
On the bright side, at least she applied for a visa rather than swimming a river or running across a desert. But the issue is this, what if in the future America does lash out against the immigration issue ? The overwhelming crushing of the reform bill and amnesty show's that America isn't going to put up with that behaviour. What happens if an "anchor baby" starts to grow up here and has to move back to an impovershed nation or 3rd world country ? how does that benefit the child. Not that America would sieze such children and deport them...but they would deport the parents who aren't citizens,...and for sustinance reasons....the child would have to go with them.
Since it is such a rampant problem and one instance really wouldn't change anyting at the moment, I would express my views to the person , maybe bring up some of the concerns, but do nothing officially. That way the person hopefully weighs the info you gave them but your not at odds with them or hated because you took action against them. Her actions will prove her to either be of good character or just another selfish person and that you will have to deal with at a family level.

It's not a crime, however, just because her baby is born here and is a citizen doesn't mean she can stay past her visa. She will have to leave the country (with her baby) when the visa expires. When the child is an adult, he/she can return to the US and be a citizen if they wish. When he/she is able to support others, they can petition to support others...but that is unlikely for many many many years.

USA needs to change the law FAST to stop more anchor babies. Its all America's fault for NOT changing the laws.
When the law gets changed, then the illegals will STOP coming.

UK changed its law over 20 years ago. If both parents are visiting, on a work permit, or illegal, then the child is NOT granted british citizenship.

The child ONLY gets british citizenship if at least ONE parent is (or both parents are) british, or both parents have legal long term leave to remain in UK.

Only an immigration lawyer can answer your question. Since the mother is not a resident of the US, the child might be a citizen of the mother's country. The child will need a birth certificate in the US, for citizenship.
