There is no "paper" to sign which keeps a National Guard Soldier from being sent overseas. All National Guard and Reserve Soldiers are subject to deployment overseas, as well as in the CONUS (Continental US).

Many Guard and Reserve Soldiers are sent on Active Duty in the CONUS: to help with natural disasters, Homeland Security, Border Patrol, etc. Many are also sent on Active Duty in Afghanistan and Iraq.

Sure. There are Guardsmen serving in the U.S. under Operation Noble Eagle. Right now you can see them in full combat uniform with weapons around certain key points in some U.S. cities. But, any Guard unit can be "Federalized" and called to active duty to serve anywhere that Army officials deem necessary. There are two units from Georgia and Florida scheduled for duty in Afghanistan next year.
We are at war. That means folks go where the military sends them.

It is possible that he would be called up and stay in the US but the odds are he will be deployed overseas. So the answer is yes it is possible but it is also highly unlikely that he would stay in the country.

Nobody has a "signed something" to prevent them from going overseas.
