The woman is insecure and likes attention. To make her feel better abot herself. To make her boyfriend jealous. To make the Guys girlfriend or wife jealous. Or maybe she is just interested in the guy.

Well looks is the obvious one, and other than that I would say an upbeat, funny personality.
Some women (not nice ones) flirt with men as a sport, just because they like the attention they receive in return. This can be dangerous because it sends out signals that are unfair to a guy who may think she's genuinely interested.
On the other side of the coin, some guys see absolutely anything and everything as flirting, and women have to be so careful sometimes. It makes us reluctant to give an innocent compliment in case some guy reads into it more than what is there and presumes we're flirting! Most off-putting. It's very hard to draw the line in the right place. I guess guys go through this too.

A guy who is friendly and funny usually gets my attention. It isn't his looks that really makes me want to flirt. Sometimes the really great looking guys are so arrogant and self-absorsbed that it isn't worth the bother, they always think someone more attractive is just around the next corner.
