What do you mean by biting? Do you mean chewing on everything constantly? Like hands, shoes, clothes, etc? That is teething and simply keep valuables out of reach and substitute chew toys for your hands and clothes. They will grow out of this, after they get their adult teeth in, and all the puppy teeth out. They must chew to lose those teeth, if you do not provide enough chew toys, their puppy teeth won't fall out as easily, and you are looking at costly vet bills to have them removed.
Or do you mean fear biting? Or perhaps agression? This isn't so good, and has nothing to do with teething. It's harder to explain this behavior, without more details. Who or what he is biting, what's going on before, during, and after this is happening.
Edit: as an earlier poster mentioned, this need to put things in their mouth, also has to do with how they learn about their environment, same as a baby.

No, it means they are being allowed to get away with undesireable behaviors. Teething puppies chew not bite -- biting humans is undesireable in any dog and should be discouraged / redirected to a more desireable behavior (such as chewing on a chewie toy).

Not necessarily. Most often they just want to play fight like they did with littermates and don't really understand when they get punished for biting since it's a natural defense.

Yes, it does. If it starts biting you, buy it some chew toys. EVERY puppy needs to teeth. Even my Shih Tzu puppy bites on my baby brother's toy tiger.

All those answerer and only three that know that puppy chewing has nothing to do with teething.
A puppy is born with only one instinct already intact. That instinct is to eat. So it is perfectly normal for all puppies to explore their world with their mouth. The mouthing is nothing more than HOW a baby learns. It is your job to teach the puppy what it is acceptable for it to put it's mouth on.
