Wu , Javanese , Telugu are languages that are spoken by the most people but are not the national language . There is some debate whether Wu and Javanese are dialects or independent languages.

If you're asking what the most common second language is, the answer obviously is English.

But if you're asking for a language that's not a national language anywhere, I would guess Esperanto.
