Different chemical compounds - fresh garlic's aroma comes from a compound which is closer to an oil, whereas powdered garlic is more of a salt and/or oxidized oil. (Oxidation normally results in a "rancid" oil, but in the case of powdered garlic it may be kept in check with preservatives)
