I don't get it! I knew she was staring at me because I could see her head turning at the corner of my eye, then I would look over and catch her looking then she would look away from me, but then the same thing will happen again only this time she starts complaining! What type of 'game' is this?

Well i think this girl wants to get to know you more, but she is to shy or she wants you to make the first move.
What i would do is talk to her and get to know her more but without her friends in the way, and maybe you'll grow fond on her and she will too

The next time she does this, have a picture of yourself handy. When you catch her looking at you, hand it to her & tell her that since she enjoys looking at you so much, you thought she'd like a picture.
She will either be pleased (if she really likes you) or ticked off because you caught her. Either way, that might put an end to this infantile game she's playing.

Maybe she fancys you. Maybe she is looking at someone in your direction. Or maybe, she thinks you fancy her and is trying to catch you looking at her.
