Romania sent troops to support the effort from the start; not understanding either of the questions well but much of the logistics side is probably being helped by the United States and other coalition forces there. The small contingents of many of the non-US forces are probably supported through the American or larger contingents for logistical support and supply and distribution.

The Romanian Military Contingents are quite well supplied in Afghanistan and in Iraq, regular troop rotation after one year.
Both Male and Females serve, they have their Romanian Orthodox priests with them and good connection to home via internet and phones.
Good Medical Services.
Good Armour and weapons and moral is high.

Because Romania is part of NATO.
After joining NATO it was asked to help in Afghanistan.
