My mother can read/write and speak in English but she doesnt know much about the history of the united states. she also worked for 9 years in this country

My dad doesnt know english but he knows some US History and he worked only for 1 year

The thing is..

Yeah, I'm a little confused too.

As far as your question though, I'm not too sure.

Anyone who became Permanent Resident legally and have been LPR (Lawful Permanent Resident) for 5 years, living in US more than half of those 5 years continuously, are eligible for US Citizenship. You file N-400 Application for Naturalization with the required supporting document, such as copy of Green card, 2 passport pictures, with the filing fee of $595 + $80 for Biometric. You can download the form, instruction for how to fill the form, instruction of Naturalization, and Civic test study material at USCIS website. Good luck!

No , they are not citizens if they did not apply for and passed the Citizen test and process, They are legal residents and if they did not work for the 40 units required for retirement , they would not be eligible for Social Security Retirement benefits.

Yes, they qualify for citizenship.

Your dad will need to know at least basic English, enough to communicate with the interviewer. If he has lived here for 30 years, I'm sure he can do it.
