I have a win dvr tv tunner card installed I scan ch but no picture?

I bought a win dvr tv tunner some time ago when we got cable we hooked it up I finely got it to scan the chanles but get no picture, and it seems to only look at chanel 4 every time I change and apply it goes right back

Probably software/driver problem... Update those two and then try.
