What is a good FREE photo editor for my computer that I can add special effects and stuff. I basically mean like a updated Windows Paint where you can do more things.

What im trying to do is take a picture of my car and edit it on my computer. (Lower it, Take pictures of rims on the internet and put them in the picture, Tint the windows.)

I tried the software that Wendy said is free none of it is free. Windows Movie Editor is your best bet

Irfanview is not bad. Just search it on Google. A quite handy little editor.
