As long as it is okay for a huge 4x4 to crawl over and park on top of your car, he will pay for parking! Silly question, if your car is sitting there, it doesn't matter if it is empty, or has 30 clowns in it, it is taking up the space, of course you have to pay. You can be ticketed just like any other vehicle sittling there stealing parking time!

oh, yes! Around here, the meter maids would ticket a squirrel if it's in a space and the meter was expired.

Yes you do. Paying is a way for reserving your spot to park. Although you can just leave right when you see traffic enforcement though. ;)
