i know that they are not in some states

Yes. California & Hawaii are, I'm pretty sure, the only 2 states where it's against the law to have ferrets, although pet shops & even supermarkets in CA have ferret food & supplies. There have been ppl actively campaigning to get this law changed, but without success so far.
We're in CA & used to have a ferret, whose original guardian was moving out of state (ironically, to a state where ferrets are welcome). She was a sweet & playful thing who shared our multi-species home for more than 7 years.

Positively YES. I have helped a ferret rescue here in Nevada and we have had to rescue ferrets from the border lines in CA, from people trying to sneak them in.
