I have the phone number of the person who stole it and trying to find out what their name is. Are there any websites where I could enter a phone number and find out who owns it?

Identity theft in itself is not a chargeable offense. What that person does with that identity is what makes it illegal. It could be the police won't get involved because there was no criminal behavior. What exactly did they do?

Most phone searches charge a fee, but you can try a google of the number, just type it in as 10 digits with dashes.
