I am quite offended at the first answer. The person who sold it to me did not tell me what to do or that it shouldnt even be weaned yet, so it is not my fault. You are probably right, i shud take it back, but i would like to at least try first without killing it and would appreciate helpful answers not criticising ones! I have look on the net and none came up with how often i should feed it, that is why i am asking.

If you don't know how to feed this cockatiel, you should not have it!

4 weeks is way too young for someone without experience.

EDIT:
PetSmart doesn't even hand fed anymore because of the risks. It's very dangerous because birds are fragile at that age. Lisak is right, you should seek help, and her advice is pretty valid, but I would recommend that you find someone in your area to assist you, or perhaps turn this bird over to someone.

I am assuming you are handfeeding? This baby wouldn't be weaned yet.
It is every 4-5 hrs.
With a break at night, from 10:30-11 to 6:30-7

If you are inexperienced in handfeeding look for someone around you who is, if there is no one, do a search on google on handfeeding

Edit: Liz, she already has the bird, so lets help her try to feed it so it doesn't die.
