i would have too say no. mankind does not know enough about the universe. mankind has been in a self designed box since day one. They think science and religion has the answers . It may do .. in this box. Whats in this box governs has far as gravity does. Until mankind starts working with a higher vibration ( that's those chills and shudders everyone gets at some stage) mankind will destroy most of mankind because of intellect.

This is only one of what I hope mankind will, in the future, become. Deep in my heart I believe that even without our being constantly conscious about it, we are moving gradually to that direction for it is the fundamental course of life.
I look at all these dyings, by whatever form, all these realizations for socio-political change, mankind is already in the preparatory stage of being cleansed to be made ready for this kingdom of God.

Concepts of justice and civil behavior are constantly changing, so no.
If you allow freedom of opinion, you will allow all sorts of permutations in belief, and not all of them are civil.
I consider the best (meaning least evil) form of government to be the less oppressive to its members. I think freedom of speech and behavior provide the best society possible, because they use governments to defend the rights of citizens, instead of interfering with their private lives.
Instead of viewing society as some cohesive unit which must be molded to a particular ideology, it allows individuals to decide for themselves how to live, in line with their particular temperaments.
In a sense, first world countries with secular governments offer some of the most "just" and "civil" forms of society, in my opinion. So I am quite satisfied with the governments we have, despite a few problems on the side.
P.S. Please refer to "mankind" as "humankind" in the future. Men do not define our species more than women do. We all play a part.

nope, that's been the issue of rulership in the Bible, its what the whole thing in Genesis and temptation is about, if man can rule himself without God.
We won't have a perfect and universally just society ruled by imperfect men, it will only be achieved by rulership that God is in control of. (that kingdom we pray for in the Lords Prayer)

I don't think so. Human nature has its flaws -- natural greed and desire for power. How can a just and civil society be formed on corruption?

No, because to do so would entail lack of selfishness, greed, lust, hatred. No society can exist without these things, rather, no society has yet existed without these things.

No. Greed alone is enough to ensure that injustice will remain for as long as men govern themselves.

Maybe, if we don't kill ourselves first. But unlikely. People will never universally agree. Genetics and evolution will always have us living as "bands"
