What countries have a school requirement to learn english as a second language?

Canada (French part, grade three on)
Switzerland, but I don't know if it's national, grade two on (as of a couple years ago)

You'd be surprised. I don't have a complete list, but Ukraine is one of those countries. Not all students become fluent in English, but they start in the very earliest grades and have two or three English lessons a week.
