I agree with the previous poster -- just say volunteers. In fact, I avoid jusing the word "work" or "workers" altogether, because that makes it sound like they are paid. I talk about "volunteers" who donate "service."

I would say both terms are wrong or rather improper usage.
Just say volunteers.
