what on earth is a chav? am I missing something here?, I keep on seeing this word, and I am lost I thought I had a reasonable grasp of the English language but this has baffled me please explain

This isn't a real word. It's another pointless label, like "Emo" and "Prep". I wouldn't concern myself with adding it to my vocabulary if I were you.

It is one of these made up words which mean nothing. Don't worry about your English, it isn't even a proper English word. It means someonw who is not quite out of the top drawer, a "scruff" in other words.
