YES He is!!!!! The Holy Spirit is He that ministers to you. And He lets you know that you have sinned and fall short of a Holy and Perfect God. His ministry makes you aware that upon your death you need a Savior, or face the consequences of your iniquities. We are all lawbreakers, and we need to be saved from that. That is why blasphemy of the Holy Spirit is the only unpardonable sin, because you are rejecting God's only way of receiving forgiveness.

He is regarded definitely as a personality by Jesus and the
apostles. He hears and speaks [ John 16:13 ]. He wills
[ 1 Corinthians 2:11 ]. He has knowledge [ 1 Corinthians 2 :11 ]. He teaches [John 14:26 ]. He chooses [ Acts 15:28 ].
Many other divine attributes are also ascribed to him.

The trinity is complicated to understand, meaning Father, Son, and Holy Spirit all in one.
The Holy Spirit is just as important as the Father and Son part because the Holy Spirit is just an extension of Jesus that lives within us all, and guides us here on Earth.
