Here you go...
Use one cup of regular milk
add 1 teaspoon of sugar
and 1 and 1/2 teaspoons of cornstarch.
Mix well and heat the mixture just until it starts to thicken or simmer.
Do not boil it!
It will work just fine.

Evaporated milk is simply that: milk that has some water evaporated from it.
You can easily make your own evaporated milk by pouring a little less than double the amount required by the recipe of regular whole milk into a saucepan and letting it slowly evaporate on low heat to about half the original volume.
Do not let the milk bubble or boil while it is evaporating.

In the absence of evaporated milk, one option is to take some dry milk and reconstitute it using only 40% of the recommended water. That would give you the right texture. It is difficult to find dry whole milk (because the fat in it tends to spoil and so should be refrigerated), so you would most likely be using dry nonfat milk, which would cause some adjustment in flavor.
Or you could take a page from Southern cooks and use buttermilk, which is often used in the breading process for fried chicken. It has the thick texture to help the coating adhere and certainly gives a boost to the flavor, although it might be more on the tart side, where evaporated milk leans towards sweetness.
You can also use some cream instead of evaporated milk, although you might find that too rich.

I have been cooking for years and the only substituted I know of for evaporated milk is dry whole milk using only 40% of the water that is called for to make the amount of evaporated milk that you need - other than that, there is no substitute for evaporated milk.

Evaporated milk and whole milk are pretty much the same thing, except that evaporated milk has gone through a process that makes it ok for canning, and storing on a shelf- and it is a little thicker, containing less water.
Condensed milk, however, is totally different, containing a great deal of sugar as well as processed milk.
