Ok the red,blue,and green are for what kind of tv, HDTV?

And my second question is, if it is not HDTV what kind of tv is it for? And can a Xbox 360 premium hook up to a HDTV?

Those red blue and green cables you see are component video cables. These cables break the video source into three parts, so they can carry a video signal with more information in them that a single cable (i.e. HDTV). These three cables are for video alone, so you will need to get a second set of cables to carry the audio (the red and white cables, digital, or fiber optic). Yes, the XBOX 360 Premium can hook up to an HDTV via the component cables.

The 3 types of ANALOG cables are:

Composite - Single RCA cable - standard def video
SVideo - Single cable with 'keyboard' connector - standard def
Component - 3 RCA cables (red,blue,green)- standard def and HD video

Using a HDMI cable from the xBox is the preferred cable as it carries both video and audio in a digital form.

The older 360's have to use the HD component cables and then you have to add an optical cable to send sound to a receiver or L/R analog to the TV. But you do get true HD video with the component cables, or you can flip the switch to simply send standard def video to an older TV.
