when a piece of fish is cooked completely done, the fish will be flaky instead of slimmy. thats how you know its finished cooking. depending on what you're cooking, you may have to pull it apart with a fork to make flakes. thats what i'm guessing.

Pre-soaking fish flakes or pellets means that you submerge the fish food in a small container of tank water prior to offering it to the fish. It's easier to do this with a specimen cup (found in most pet stores) and a turkey baster to dispense the food below the water line.
