i keep hearing this term used to describe people's weight and I cannot figure out what it actually is.

It's a British unit of weight. It's 14 lbs.

stone = 14 pounds, is used in the UK as a measurement of weight.
probably used because their currency is the Pound Sterling, pound for short.
