You can't.

You also can't presume that foreign health care is not as good or even better than US health care.

After all, many foreign countries do not run health care for profit, as in the US, but they run health care for the population.

This ruleis what I use: if it is a private hospital ANYWHERE in the world, it will be at least as good as a US hospital. As foreign hospitals usually dont have to support so many expensive administrators they spend moremoney on facilities for patienst and physicians. Avoid public hospitals unless in Norway, Sweden, Denmark, the Netherlands or some Asian countries like Japan.

You can check to see if the hospital is rated by the Joint Commission International.
