I've got a 4 yr. old.... The 4th one I've had in my life-time,and they've ALL, Scratched and clawed on their back.
Mostly,where their tail and body join together !! She has no fleas... I've treated her for Hot Spot's,changed her diet !!
This is the 4th Pekenese,and I'm starting to just accept that it's just that breed of dog !! Some Chinese Fungo-Mungo is what I call it

You are facing several problems with Pekes....

Firstly, they are over-bred, meaning that they are inbred to get what a breeder regards as the breed standard. The usual way is to breed a daughter with her sire. Right away, the gene pool is limited. All breeders of purebred animals do this.... Quarter horse people, Arabian Horse people, bovine breeders.......all.....a real disservice to any breed.

Secondly, the hair at the dock of the tail is in an area where the skin folds, and even without sweat glands, the area is closed off to circulation, so bacteria grow there, it is constantly at least warm and often moist, so crud grows....any kind of crud.

Thirdly, most any vet will tell you that if you have rotated the diet, she has no fleas, nor allergies, and this is localized, and you are still getting hot spots, clip the area, shave the area, keep it dry, and use a fungicide, such as Desenex. All this is a pain, but it works, usually.

(pssst. And if you think Pekes are bad, the Shar-Pei are just walking skin problems. Sometimes soooo bad that the dogs must be euthanized.

Next time, don't buy this breed, go with short coats, and wrinkle free skin. Any cross breed is healthier than any purebred.

Snake, my Beagle goes through the same thing. I have tried every kind of shampoo they make with him. Our Vet every so often(not alot because it can be bad from it) gives him a steroid shot(prednisone). It helps for a bit but it always comes back. Our vet suggested to have a allergy test done on him kinda like the ones they do on humans. Its very expensive. The whole thing he said was about $500. I hope this helps a bit, I know I feel real bad for him because of all that scratching.

YOU'VE treated for hot spots? If you haven't taken her to a vet, you haven't treated her for hot spots. Hot spots are infections - they require ANTIBIOTICS, which you can't get at pet stores. You can treat them with the joke stuff you buy in pet stores - and the same goes for fleas.

First thing to do is get her some proper flea treatment from a vets, like Frontline. You need to take her to a vet to find out what's going on here. Don't think you can treat this sort of thing yourself, because you can't. This is your fourth Pekinese - time to start consulting with a vet!!

Have you been to the vet to rule out skin infections, allergies, etc? That should be your first step. And don't bathe more than once a month, that will just make the problem worse. You can also try switching to a good food such as Innova, Merrick, Eagle Pack, etc.

discuss with your vet the possibility of using steroids to control this. My little Pom takes a pill every other day to control itching.
With the diet thing, it is something that you have to try diff ones for like 2-3 weeks to see if it helps. If not, try another. I finally found one that works for itching, but it seems to be pretty fatty. It is Van Patton's Natural Balance.
But check with your vet on the steroids

if you bathe her she may have some dried skin so i'd really take her to the vets right now
