you have to have short choppy layers on the top of your head.
take your top layers of hair and tease them with a comb and spray hairspray on it so it stays. then take wax and make your hair real messy at the top.
you can also go on youtube and type: how to style scene hair
(it's easier to watch people do it)

Well, I don't have a tutorial, but i can give you some tips.
When you're hair is wet, put in a little mouse to make you're hair stay put after it's styled.
Then straigten you're entire head so it's VERY straight = ). Then, on the parts you want to stick out like that, tease your hair (pull a section of your hair away from you head and comb it towards the scalp). Then spray in lots of hairspray so it doesn't become undon.
Hope that helped = ) I'm sure if you brought that picture into a salon they could make your hair look just like that.

I would first like to say that the reason why her hair looks that way is because it is completely fried from all the bleach she used. It is dry and frizzy.
I would just advise getting a pomade type stuff, put it in your hair and tease it a little bit and then run a flat iron over it. that would be the healthiest way as opposed to her method with was probably putting bleach all over it.
regardless, her intentions weren't to get hair like that. it just happened from all of the home hair colorings.

I really liked it, but I think it's so much about the cut. If your hair is cut this way (if no, then print this and go to your hairdresser and say that you wanna have a haircut like that!), then you should backcomb your hair with a teasing comb. Then straighten the hair in front and spray much!
But it has so much to do with the cut.

Her hair is cut in different layers and is bleached to blue blazes. Then it looks like she randomly grabbed a chunk and teased/ratted it so it looks unkempt.
This may be the fashion, but I remember all that teasing I did in the '80s and all I can think of is how much that is going to hurt when you go to brush/comb it out.
My advice...get a wig like this and leave your natural hair alone.

I'm pretty sure lots of hairspray is involved. Not only that but you'd have to get side-bangs and a layered hair cut. You would have to dye your hair platinum blond.

Part it sideways, then pick your hair up in the back and tease it by holding it up and combing you hair backwards from tips to rootts, or you can put gel in your hand and then scrunch your hair and muss it till it looks all bunched up.

you have to have layers first if your hair is short than do 3to 4 layers use got2b products to make it alittle hard. Honest dont like that hair stayle..

you tease it. start off on the crown of your hair then keep teasing all over. put lots of hair spray and come it over so make it look all puffy. you tube it(teased hair) they'll show you how their too.
