My next door neighbor refused to accept a floral delivery when I was not home.The floral company had asked her to hold it and they would inform me through a note on my door that it was over there.

OK she has a right to do so. We used to take in an odd parcel for a neighbour we had had a row with and we were not talking.Their daughter used o take it from me. In fairness they did the same for us. it part of being a goodnneighbour under all circumstances

It could be that she's allergic to flowers.
Maybe she has pets, and was afraid they might try to eat the flowers.
Maybe she had plans to go out later tonight, and was afraid that she wouldn't be home when you came over to pick up the flowers.
Maybe her house is a giant pig-sty, and she's afraid of you coming in and seeing the disgusting mess.
Or maybe she's just pure evil.

Why don't you ask her nicely now, if she would accept such delivery the next time, and thank her in advance for doing so. Let her know she would not be obligated to do anything with the delivery, such as put them in water.

Well some people do not want the responsibility of keeping someone Else's delivery. Could be if something happened that you would get mad at her. ( not saying you would).

Mmmm maybe she was having a bad day? maybe she does not like you, maybe she is sad the flowers were not for her...don't be too quick to judge her, you don't now the circumstances of her refusal.
Just be glad someone loves you enough to send you flowers-enjoy and have a happy Christmas..
