So, is this now a valid american spelling? because typically speeches of state and great works of literature are the core of a language.

No. That would just add to the problem. People that don't take the time to get it right in basic things (like pronouncing words) lose their credibility all the way around. This is especially true of heads of state. They're supposed to represent their country with intelligence and honor.

Pronunciation and spelling are not connected. Many people mispronounce words. Does that mean we should go and change the spelling of the word? No. Otherwise we'd have to alter the entire English language.

Since you have asked ME to decide I looked it up in my dictionary and although I do recall having seen nuculus in print somewhere as the spelling, it is not in MY dicionary so I conclude that it is not correct. Anyone thus using that spelling/pronunciation is therefore also incorrect.

In the case of George W. Bush this constitutes grounds for impeachment so lets do that.
