In Rottweilers, it's The American Rottweiler Club, as it is the parent club here in the U.S.

Every recognized breed in the AKC has a Parent Club...they are the group charged with writing/changing and preserving the breed standard..and presenting forth a "Code of Ethics" by which reputable breeders SHOULD abide.

Actually, yes, any change to the standard must be presented in writing to the AKC before being voted on by the parent club...
AKC has recommendations on how to "word" the standards, and how often the parent clubs can make changes...
We just went thru this last year with the Rottie standard.

It's the breed club.. Doberman Pinscher Club of Canada.. Doberman Pinscher Club of America. It's the breed club that writes up the standard.

United States Australian Shepherd Association is responsible for AKC recognition and the AKC standard. It was a group created just to get AKC recognition and its the recognized parent club, even though its not even 1/10nth the size of ASCA

The Australian Shepherd Club of America is the one aussie people actually care about.

In AKC bred BCs, it is the Border Collie Society of America that sets the breed standard.

Myself as a breeder, is responsible for standard I believe. I don't know about any groups other than http://www.pembrokecorgi.org which is the Pembroke Welsh Corgi Club of America but I'm the one responsible for not breeding less than standard dogs that perform their jobs like they were bred to do. It's MY job to not breed whitelies, and bluies, and dogs that are not up to their breed standard. I don't breed for mini's or teacups or anything less than what the Pembroke Welsh Corgi is supposed to be, a hard working herding dog, raised for great family pets or for working ranches, because there's endless ranches where I live, and they ranchers LOVE the assistance that the Welsh Corgis offer in herding animals. No one group/entity can control the breed standard, it's up to responsible breeders to make sure they are following in line with what the standard should be to provide the best dogs of the breed for what they were meant to do.

People like breeders, breed specific analyzers that work in through the AKC but they can not become a breed standard until the AKC approves. And the AKC is not the only canine registry, its the most legit and what not. the AKC was established to advance purebred dogs. they maintain a registry of recognized breeds, adopts and enforces rules in dog shows, obedience trials, field trials, ad fosters interest in the health and welfare of purbreds.....

Border Collies I dont believe they have a true breed stanard. As long as the dog can work, it's a good dog. :]
