In Photoshop:
Create a new layer. Select All. Go to Edit>Stroke.
Depending on the size of your image, you'll probably need to experiment a little.
Start with max width - 250. Color - Black, location - Inside, Blending - Normal. Opacity - 100%.
In fact, I've got a tutorial on Colorizing that includes this method and gives you a black border with a tiny white inner edge so that it looks like a picture with a real black matte around it.

An easy way for a very simple frame would be to select the appropriate brush size, black paint, and paint an even edge around all four sides.

try blending option, add stroke and set the position to 'inside' and choose black for the color.i hope that helps
