On my arm, there is an area with bumpy spots about a 2 inch diameter or so and it's not red or anything & you can't even notice it until you feel it, but it's dry and had small bumps and sometimes it's itchy.. what IS this? I'ts been there for a while..

Dry skin,
I know that sounds funny
But it probably is.
If it is around your elbows or the backs of your knees,
however,
It might be eczema.
It is caused by stress.
Nothing to worry about,
And a quick visit to the doctor will fix it.

I am not a doctor.
Maybe some form of Herpes or something within that realm.
It would be nice to know what "a while" is. Because if "a while" is 2 hours than it could be some allergic reaction.
Another thought that comes to mind, Poison Ivy or something within that family. Are the bumps, if you look real close, blisters or look like blisters?

I had a few of those spots on my body when my thyroid levels were low. Other symptoms are being cold, gaining weight and having dry skin.

Could be Shingles I had this on my right side above my stomach. And I was only 23 dispite Shingles is a common thing when you get older, It eventually passed.

It could be eczema. Is it anywhere else on your body? Try putting a little vasline on the area and see what happens.

If you had a small pox shot when you were a baby that could be it. It also may be eczema. Mosturize it and ask a dermatologist.

It could be eczema... I have it. The only thing you can do for that is use moisturizing cream or talk to a dermatologist.
