The French Quarter and other areas of New Orleans that are tourist-oriented suffered VERY LITTLE damage in Hurricane Katrina; there was NO rebuilding necessary in the French Quarter, other than maybe some minor repairs to buildings and homes from wind damage. New Orleans is OPEN AND EAGER for visitors. Plenty of restaurants and hotels are open and operational and the downtown area looks decent, as do all the tourist areas. Trust me, there is PLENTY to see and do in New Orleans, but yes, there are still several areas that are in ther process of rebuilding, such as Lakeview, the Lower 9th Ward, Gentilly, and New Orleans East.
Southwest Louisiana, hit by Hurricane Rita in Sept. '05, is also still rebuilding, but some places are open for business.

New Orleans’ tourism industry is thriving. Airlines are adding new flights to Louis Armstrong International Airport; the city has one of the freshest hotel products in the country; the French Quarter is cleaner than it has been in decades and we continue to receive extremely positive testimonials from visitors. Major corporations such as Carnival Cruise Lines, Southwest Airlines and others are investing in New Orleans’ hospitality industry; new restaurants are opening; and festivals are enjoying record-breaking attendance.

The French Quarter was practically untouched by the hurricane, and the aquarium has been reopened. If you want to visit, expect the same party atmosphere it's always had.

I was there 1 1/2 years ago, and went to the French Quarter. It is redone. There is some pretty neat things to see there, but you also see the devastation left behind also. I didn't get to see all that I wanted to see, but what I saw was fasinating.
