Yup I live in the good old state of Virginia.
I have to pay the ticket for no front license plate, then I have to go to court for the tinted windows. So basically, I'll have to remove or change my tinted windows to legal % of tint before I go to court so I don't have to go there twice, because I'll have it corrected by then.

IN MOST STATES, YOU MUST DISPLAY TWO PLATES ONE IN FRONT & ONE ON THE REAR, SOME STATES LIKE NEVADA ONLY THE REAR,AS FAR AS THE TINT #1 YOU CAN TINT WINDOWES BUT YOU MUST FOLLOW THE LAW, DRIVER DOOR, PASANGER DOOR ONLY 20 %
TINT, YOU CANOT DO THE WINDSHILD. #2 ANY WINDOWS, BEHIND THE DRIVER CAN BE TINTED, LIMO DARK, BUT HERE IS THE CATCH THEN YOU MUST HAVE TWO OUT SIDE MIRRORS ONE ON THE LEFT ON ON THE RIGHT DOORS, #3 THIS APPLYS IF YOU LIMMO DARK THE REAR WINDOW PAIN (BACK GLASS) REASON IS A DRIVER MUST BE ABLE TO SEE YOUR FACE WHEN DRIVING SO THE KNOW WHEN AND WHERE YOUR LOOKING FOR SAFTEY REASONS, REMEMBER IF IN CALIFORNIA DRIVING IS NOT A RIGHT ITS A PRIVLAGE, AND YOU MUST COMPLY TO THE VEHICLE CODE LAWS, AND THERE IS A VERY LARGE LIST OF WHAT YOU CAN DO TO A MOTOR VEHICLE AND A LOT YOU CANNOT DO. Do you live in one of the states that requires a front plate?
The only states allowing and requiring one plate are Alabama, Arizona, Arkansas, Delaware, Florida, Georgia, Indiana, Kansas, Kentucky, Louisiana, Michigan, Mississippi, New Mexico, North Carolina, Oklahoma, Pennsylvania, South Caroline, Tennessee, and West Virginia, so unless you live in one of them, he had cause to pull you over.
Once he had you stopped, if he found any other problems he certainly had the right to write you a ticket on anything he found. If you had no insurance, you could have been given a "driving without insurance" ticket, or, in your case, if your tint didn't meet the state requirements, you can be ticketed for that.
Of course the tint is only a fix it type ticket, just remove it and that part will go away.

Some states require plates on the front and back. Most states have laws about window tint. It is possible to go to a dealership and buy a car that does not have a front plate and have an illegal window tint though. However, it becomes your responsibility to make sure the car is compliant after you purchase it. Sometimes the dealership will try to fix things but sometimes they won't.

Depends on what state your in... In FL. we don't have to have a front plate but you have to watch the tint. your back windows can be darker than the front.
DO you live in a state where they have ticket quotas?

Well, obviously, in that state tinted windows are illegal. And the license plate is required on the front of your car.

Tint laws vary by state. I live in CA and even though every other car seems to have side tint it is NOT legal here (not any amount of side tint!).
