The only way to get rid of celulite is to lose the fat. Exercising will definitely make the cellulite less obvious just from the improved muscle tone, and it will help burn fat. However, exercising your legs doesn't mean that you will lose the fat on your legs right away. The cellulite will disappear when you total body fat drops to lower levels, somewhere around 12-15% of your weight.

Cellulite itself is fat...pure and simple. It is the way in which the fat cells are arranged that create the dimple effect, and this is due to genetics and hormones, for the most part. Since estrogen effects cellulite, more women than men experience it. Because it is only fat, there are no miracle creams or anything, but exercise will of course help decrease the amount of fat on your body, which essentially will reduce the amount of cellulite.
Regardless of whether you have 5% body fat or 35% body fat though, it can still appear as cellulite, unfortunately. There is just less of it, the less amount of fat you have.
