Per capita it is Australia. But nobody cares because they are such a small contributor as a country.
Per country it is China. But nobody cares since they have a lower per capita rate due to the large and poor population.

Well most studies like to claim it is the US, but it all depends on which study you read. I've heard, the US, Canada, Australia and every oil rich middle eastern country.
Apparently, the US department of energy has taken exception to this and done their own list which puts them at No. 10.
It's hard to know what to believe because it's all politically motivated and subject to creative accounting.
