There is no particular rule against it. You can pretty much wrap it in whatever you want. As long as it has the right postage and label on it.
I would just be afraid of someone stealing it. That's a big reason they tell you never to mail cash, because people want to take it.

I've been a USPS carrier for two years and have a lot of experience with damaged mail. Unfortunately it happens every day. I'd recommend sending important/fragile items via Registered Mail, though it is more expensive. These items travel separately and are not thrown into hampers with the other parcels. Many times I have delivered Registered parcels that looked like they had never been mailed! No scrapes, tears, or smashed corners: they looked just beautiful. Also, Registered parcels are insured as part of the service. Determine the value of the contents and document it with the Post Office. The clerks at the front counter will show you how to do this. Then if the Registered parcel does get damaged you may have a valid claim for damages. But of course, as stated before, the best thing is to package the item properly in the first place. Don't use a box that is much too big for the item. Reinforce all the edges with packing tape (not regular Scotch tape). If you order things through Ebay you will see the difference between well-packaged items and poorly-packages items. Take notes when you receive something well-packaged and then send your own items that way!

Put the wrapped gift in a larger box. Then label the box as you would normally. The post office has no idea who the package belongs to if the paper was wet or torn off. You should also put insurance on the package in case it gets lost. That way you can be reimbursed if the package is damaged or goes missing. Insurance does not cost much at all.
You won't believe how badly packages get tossed around.

They really don't want you to wrap brown paper around packages, but it would be better if you put a wrapped gift in another box. The wrapping paper would tear and it may not reach its destination.

You'll have to wrap it in the standard brown paper or a plain box otherwise they won't take it. But, you can always wrap it up nicely and then place it in another plain box.

As long as it has a label, but I would advise against it beause the wrapping paper is most likely going to get torn or wet.

It has to be in a brown paper bag or a box. Don't ask me why, they just won't accept it.
