Both. But it's usually used to indicate something is bad.

EXAMPLE:

Good: "Whoa, man that's wack!"
Bad: "That sh*t is wack!"

"Wack" (or "whack") comes from the word WACKY/WHACKY which means "odd, irrational; crazy; silly."

"Tight" means it's good.

Americans don't use it that way. We are apt to refer to something being ..."out of Whack".... implying that it is off, out of order, not working. not working correctly.

Wacky does mean crazy, like a wacky idea=foolishness. a person is wacky if he is not thinking correctly, mistaken, downright wrong.

A person being wack is not meaningful in (American) English.

Wack is a slang term that can mean* Lame (slang)* Slang for assassination (mainly used by the Italian-american Mafia members)* **** (as in "Wack ...)

So when someone says something is wack that would mean bad.

It's slang for bad. Don't use this word in the workplace, it's unprofessional and could easily reflect poorly on you and make you seem less-than-educated.
