Well non-Xians and Atheists do not believe in the duealist afterlife of heaven/hell so it's like trying to compare apples with bricks.

It'll sound upsetting to many Christians... but only God can judge who's going to Heaven and who's going to Hell...I don't care if the person's born-again or the Pope or Joe or Jane Athiest.

If you are asking if the Pope is on his way to Heaven if he has not been born again then according to the Bible the answer is "No".
John 3:3 In reply Jesus declared, "I tell you the truth, no one can see the kingdom of God unless he is born again."
Romans 8:9 You, however, are controlled not by the sinful nature but by the Spirit, if the Spirit of God lives in you. And if anyone does not have the Spirit of Christ, he does not belong to Christ.

For the Christian Fundamentalists everyone needs to be 'born again'. So for them all non-Christians or atheists or 'religious' folk are outside the Kingdom.
Many Fundamentalists don't regard even Catholics as fellow Christians because Protestantism teaches salvation by 'grace' (justification by faith alone) and sees Catholics try to earn heaven by 'good deeds'.
In Fundamentalism, even masses of 'religious' folk (including church leaders) are not necessarily 'born again' by faith but merely try to live a moral life and hope for forgiveness in eternity. These are seen as missing the spiritual rebirth in Jesus.
