They literally take turns, when the lead goose gets tired, it drops back to the end of the line and the next one in line becomes the lead goose. When the lead goose drops to the end of the line, it is able to get some rest from the draft cause by the line in front of it. By continuing this process, the goose at the end of the line will eventually become the lead goose again, and so on.

The lead goose has the most drag and tires more quickly. (that's why they fly in a "V" formation). When it tires, it drops back and another goose takes the lead and so on and so on.
