Effective. but bloody, and it uses up bullets. Gas is quiet and may be re-used over and over if it is done right. A rope waste nothing at all and with a little care and maintenance will last many years and remove many offenders.
I vote for ropes and very public executions so criminals know exactly what to expect for their crimes.

Yes...it's wonderful....I tried it and haven't wanted to rape, murder, burn, or pillage all day. Burning and pillaging weren't even guaranteed to be curbed desires.
