No one.
Isaiah 43:10
Ye are my witnesses, saith the LORD, and my servant whom I have chosen: that ye may know and believe me, and understand that I am he: before me there was no God formed, neither shall there be after me.

God is much much higher than the thoughts of anyman and no one could tell Him what to do.
Isaiah 55:9
For as the heavens are higher than the earth, so are my ways higher than your ways, and my thoughts than your thoughts.

God was telling God what to do. Christ the Messiah was always taking his orders from himself in heaven. Seriously this isn't a joke. He even said it himself. I'm a Christian and I love my Lord to death.

Who has known the mind of the Lord and who has been his counselor?
Who has given a gift to him that he might be repaid?

For from him and to him and through him are all things.
To him be glory for ever amen!
And amen.
