It sounds like your talking about the Winchester ballistic silvertip. It is actually a grey colored plastic tip, placed over a hollow point bullet, so the round travels better through the air. I know it may not be plastic exactly, but the actual material is escaping me right now.

Not at all. "Silvertip" is a name brand of Winchester ammunition. The composition is somekind of aluminum alloy. Of course, some bullets are nickel jacketed and only look silver but real silver bullets probably have to be hand loaded.

Some of the low velocity rounds, such as the .44 S&W SPL, are aluminum washed over soft lead, since they don't move fast enough to expand jacketed bullets.
The Silvertip rifle cartridges have an aluminum tip on a n otherwise normal jacketed hollowpoint bullet. The aluminum tip/plug helps ensure expansion.

The actual METAL silver, is unsuitable for making bullets. It melts at too low a temperature, and is too malleable to withstand the temps and pressures created in a gun barrel.
