If you're a delusional Roman Catholic, it certainly does apply. The fact that women don't "spill" their "seed" is not an excuse for committing this "sin." But that's okay if you're a fundie Catholic because masturbation is a minor "venial" sin anyway, easily forgiven by confessing it to a garlic-breathed priest. It's not enough to bar you from sexless heaven forever.

There is no masturbation restriction. You're probably thinking of the Onan story. He was slain because he didn't do his duty, not because he spilled outside of a woman. He pulled out early, he didn't use his hand from the start.

The Bible doesn't say that masturbation is wrong, but lusting over someone is.

Check out the book of James, the 1st chapter.

Someone that masturbates will most likely be fantasizing (lusting) over someone else, watching a movie, etc.

It's the lusting that is wrong. If you read James it says that we are drawn away by our own lust, and then when lust is fully formed it leads us to sin. And sin, when it is matured (commited) brings death.

Masturbation and lust come hand-in-hand so, from a Biblical perspective its best to keep your hands above your belt line.
