If so..what is the reason for this?

there are no supposeds with these things.
i'm sure the person would appreciate the money more than a purse, and if you add the price of the purse to the gift, they'd appreciate it more.
an envelope or a card is enough.

Lots of superstitions center around money. Almost all forms of currency have at least one superstition associated with them. The most common superstition heard today, with respect to the penny, is the rhyming verse: "Find a penny, pick it up, and all day long you'll have good luck." This may have originated in the rhyme: "Money on the floor, more at the door."

Penny superstitions also include:
• Carry a penny for luck.
• Tossing a penny overboard while traveling at sea will ensure a safe trip.
• Keeping a jar of pennies in the kitchen is good luck.
• If giving a gift of a purse or wallet to someone, put a penny in it for good luck. (With inflation, this superstition has now grown to a dollar bill!)
• Keep a coin in a baby's pram or crib and the baby will grow up to be healthy, wealthy and wise.
• Finding a penny means more money is coming your way.
• Putting the first penny you receive each day into your pocket will attract more throughout the day.
• Coins with holes in them are especially lucky.
• Tossing a penny when you have a problem will allow the fates to take care of the problem for you.
• Tossing a penny over your left shoulder, into a wishing well or body of water, while making a wish, will make your wish come true.

yes. You should never give it empty.
Its not hard n fast rule. But thats the way it is.
It looks more sensible when you put some money into wallet/purse you r giving as gift.
In India, we have tradition of putting money in following denominations as lucky charm like
1.25
or 5.25
or 11
or 101
or 251
or 1001 etc..

Sometimes I have trouble figuring out exactly what people are asking...are you saying your going to give a wallet or purse as present and if so should you put money in it? or saying that you want to give money should you also give a wallet or purse with it?

Most likely the first - if so then No your not supposed to - don't have to, but it is kind of cool to do. Heck my granny used to give me a purse every xmas and put oddball amounts in it like $7.82 or 12.15$ - It made it more personal I think....

Yes, for luck. It's the gesture, not the amount. I always got a single shiny penny from my great gramma when she gave me wallets or purses.

My grandmother tells me that you always put a coin in a purse,handbag or wallet that you are giving to someone as a gift.Meaning that the purse or wallet will never be empty.(of money).

If its a nice expensive purse, then no. The money has already been put into the purse. LOL But if you have it to give, go for it.

yes a dollar will do, its a good luck superstition to wish more money to come. Dont be a jerk just give up the dollar you already paid for the gift whats a dollar more.

You are not "supposed" to do anything.

However, it would be nice if you did put 20$ in it. If you don't have the money you could always put a nice little poem that in their mind might provide or give them the idea of good luck with their finacial future....you know what I mean....something small and cute.
